Abstract

In Italy and Spain, the systems of legal relations between the supreme bodies of the constitutional system, as far as the allocation of political power is concerned, present such affinities that it is particularly profitable to compare them.
In fact, in both countries, the form of parliamentary government with weak rationalization is put to the test by political and institutional events marked by significant difficulties in forming cohesive and stable majorities, revealing remarkable dysfunctions in the performance of government action.
