Coronavirus and state aid: an opportunity for reflection for the future

Abstract

The paper is aimed at analyzing the European Commission's approach to assessing state aid to support the economy in the context of the Covid-19 emergency, with particular reference to identifying the definition of the scope of application of Article 107 TFEU. Moving from this point of view, the question treated in the paper will be wheter the adequacy of the State aid principles to meet the needs of the Member States most affected by the crisis. It is hoped that the fundamental principle of proportionality will play an increasingly central role in the future with a view to the adoption of shared and appropriate solutions, informed to a greater rationalization and simplification of the European reference procedures.
