Abstract

The paper provides an analysis of the difference in the tools adopted in the Spanish urban policies between the two last EU programming cycles (2014–2020 and 2021–2027). After an introduction with references to the policy framework and the literature, a methodological section describes the focus of the research, the source of the data and how this information has been used for the comparative purpose of the work. The following section (Results) provides the comparison of the contents of the policy documents delivered by the Spanish cities involved in the urban agenda, with reference to the type of actions selected, the overlapping of thematic and strategic focus through the two periods, the budget allocated, etc. In the conclusive sections the attempt is to highlights analogies and differences between the two policy periods, pointing out the future investigation needed to provide a more comprehensive outlook on the question addressed in the paper.

Federico Camerin, Departamento de Urbanismo y Representación de la Arquitectura, Universidad de Valladolid, Valladolid, Spain

City planner at the Università Iuav di Venezia (2014), he achieved a double degree of Doctor and Ph.D. awarded by the Universidad de Valladolid (Spain) and Bauhaus-Universität Weimar (Germany) within the European Joint Doctorate “UrbanHist” (2020). He was a post-doc fellow in “Urban Planning” at Iuav (2021) and is currently a post-doc researcher “Margarita Salas” for the Universidad de Valladolid and Universidad Politécnica de Madrid (2022-24). His research and working interests are spatial planning, planning history, urban governance, and urban regeneration.

Lucas Álvarez-Del-Valle, Departamento de Urbanística y Ordenación del Territorio, Universidad Politécnica de Madrid, Madrid, Spain

Architect (2013) and Master in Urban and Territorial Planning (2017) at the Madrid Higher Technical School of Architecture (ETSAM) of the Universidad Politécnica de Madrid (UPM). Since 2018, he is a member of the Research Group Grupo de Investigación en Arquitectura, Urbanismo y Sostenibilidad (GIAU+S) at UPM, where he works on housing, integrated urban regeneration, vulnerability and public policies for sustainable urban development. Since 2023, he also works at the Instituto Torroja de Ciencias de la Construcción of CSIC on projects related to energy rehabilitation of housing stock, improvement of indoor comfort in buildings and energy poverty.

Ana Díez-Bermejo, Departamento de Urbanística y Ordenación del Territorio, Universidad Politécnica de Madrid

Architect, Master in Urban and Territorial Planning, and PhD in “Sustainability and Urban Regeneration” at at the Madrid Higher Technical School of Architecture (ETSAM) of the Universidad Politécnica de Madrid, she is member of the GIAU+S Research Group. Her research focuses on the analysis of urban public policies for the rebalancing of territories at all administrative scales and the development of methodologies for their analysis from the point of view of new urban challenges. She is interested in urban studies on the implementation of policies related to urban vulnerability, resilience and sustainability.

Ivan Rodríguez-Suárez, Departamento de Urbanística y Ordenación del Territorio, Universidad Politécnica de Madrid

PhD in Architecture, Master in Urban and Territorial Planning and Specialist in Land and Building Valuation from the Universidad Politécnica de Madrid (UPM), he is Assistant Professor at the Department of Urban and Territorial Planning (DUyOT) of the Madrid Higher Technical School of Architecture (ETSAM) and member of Research Group Grupo de Investigación en Arquitectura, Urbanismo y Sostenibilidad (GIAU+S) at UPM. His research areas focus on urban planning, housing policies, rehabilitation processes and urban vulnerability.
