Assessing heat stress risk to inform urban heat adaptation. A method applied in the Friuli Venezia Giulia region, Italy

Abstract

Urban areas usually experience higher temperatures than their surroundings, especially due to impervious surfaces that absorb and re-emit solar radiation. This phenomenon is called urban heat island and occurs mainly at night. People living in urban settings are therefore particularly exposed to potential heat-related health problems caused during the hot season due to prolonged thermal discomfort conditions. This situation is likely to worsen in the future due to climate change, possibly resulting in increased health costs and socio-ecological inequalities. The socio-demographic structure of the population is key in determining the vulnerability of the population to heat stress conditions, with the weakest and most socially and economically disadvantaged being the most vulnerable. To support more targeted adaptation interventions to improve urban resilience and reduce people’s heat-related risks, this study develops a heat stress index that combines hazard, exposure, and vulnerability factors. The index is applied to the urban areas of the Friuli Venezia Giulia region (Italy), making it possible to identify risk hotspots that may be prioritized for reducing risk. The factors that contribute to determining the final risk condition are analyzed and discussed, together with the possible uses of the approach to support climate adaptation planning decisions at different scales and the risk mitigation solutions that may be implemented to this aim.

Author Biographies

Davide Longato, Department of Architecture and Arts, IUAV University of Venice

He is a post-doctoral researcher within the Planning and Climate Change LAB at IUAV University of Venice, Italy, where he supports and co-coordinates several scientific research projects and activities. He received a MSc in “Planning and Policies for Cities, Environment and Landscape” from IUAV University of Venice, Italy, and holds a PhD in “Civil, Environmental, and Mechanical Engineering” granted by the University of Trento, Italy. He specializes in climate change adaptation planning, ecosystem services and nature-based solutions, and GIS-based spatial assessments. His main research interests include: planning strategies and instruments for urban greening and sustainable development, spatial risk assessments and indicators to support decision-making and environmental assessment processes, and the planning and design of sustainable solutions to address major global challenges. 

Nicola Romanato, Department of Architecture and Arts, IUAV University of Venice

He is an urban planner specializing in climate change adaptation and geographic information systems. Since 2022, he has been collaborating with the Planning and Climate Change LAB at IUAV University of Venice, Italy, where he has contributed to several scientific research initiatives and projects. His interests include climate vulnerability analyses at both urban and regional scales, digital tools for sustainable land-sea planning, and sustainable urban drainage. He is currently involved in the National Doctorate in Earth Observation in collaboration with Sapienza University of Rome and IUAV University of Venice, where he participates in a research program on Urban Digital Twins for spatial climate risk assessment and environmental monitoring. 

Denis Maragno, Department of Architecture and Arts, IUAV University of Venice

He is an Assistant Professor in Urban Planning and GIScience at IUAV University of Venice, Italy. He works within the Planning and Climate Change LAB, where he coordinates and implements various scientific research projects and activities. He received a PhD in “New Information Technologies for the Territory and Environment” from IUAV University of Venice, Italy, with a thesis focused on climate risk analyses and urban adaptation processes. His research activities are especially focused on the study and integration of digital information and communication technologies in urban planning and ecological transition processes. His main research interests include the use of such technologies and spatial analyses to support climate change adaptation and mitigation, spatial resilience, and maritime spatial planning.
