Abstract

In Turin the Compagnia di San Paolo had fostered two social housing initiatives, committed in handling the complex and fragmented housing discomfort issue. In the face of the social, economic and cultural development that has radically changed the housing emergency distinctive features, the new housing policies, realised with interventions of Edilizia Residenziale Sociale (ERS),  represent one possible response to the growing housing needs of a wide segment of population. The two temporary dwelling of social housing are born under a common denominator: the challenge has required the ability to find the balance between solidarity, social inclusion, housing rights and the real estate market. In the meantime they represent city laborato¬ries where testing good practices and innovative usual procedures and engine of new experiences and future experimentations.

Author Biographies

Giulia Bau’, DIST - Politecnico di Torino

Architect, PhD in Architectural Theory and Construction is currently a fellowship researcher at the Polytechnic of Turin (DIST Department: regional and urban studies and planning) as well as at SiTI – Higher Institute on Territorial Systems for Innovation (Turin). Her professional experience focuses on enhancement of the architectural and environmental heritage, landscape and urban redevelopment. Furthermore, has been involved in the Programma Housing activity (a special program developed by the Italian banking foundation “Compagnia di San Paolo”) working on social housing and social inclusion project. She has also acquired experience in geo-referencing systems, data mapping, analyses and data collection for the purpose of database management.

Luisa Ingaramo, SiTI – Istituto Superiore sui Sistemi Territoriali per l’Innovazione

Architect, PhD in Appraisal and Real Estate Valuations, Master degree in Urban Planning and Real Estate Market, is currently project manager at SiTI – Higher Institute on Territorial Systems for Innovation (Turin). She has more than 15 years working in regional and local development projects, as well as in real estate evaluation projects and feasibility studies on urban and territorial transformations. She has a sound experience in the field of economic and financial evaluations related to the real estate market and to the strategies for the valorisation of the public and private real estate. Furthermore, being involved in the Programma Housing activity (a special program developed by the Italian banking foundation “Compagnia di San Paolo”) she has acquired relevant experience as technical supporter in social housing “pivot” initiatives. Since 2004, she is adjunct professor at the Polytechnic of Turin, I Faculty of Engineering, teaching  “Evaluation of public real estates and management of the building process”.
