Abstract

The paper maps the Regulatory and Institutional steps encouraging the Constitutional debate about the direct election of the Italian President of the Council of Ministers debate, that is currently under parliamentary discussion. In particular, the work aims to underline the growing relevance by the «fact» as a new legal formant, in the frame of Legal Theory and Public powers praxis
